handbrake handle and plastic cover?

I am looking for the plastic cover that goes over the hand brake arm and the plastic handle at the top? Does this come off?

I have the cover but don't think the handle comes off.

Have you got an arm without the cover? I just need something that works the handbrake on the track car so would be happy to swap if you have the metal arm only (broken off cover?). I have the lower plastic surround also.
