Short answer: Considering what a ****ing pain they can be to remove, just use the one you've got. They're both good for factory manifolds
The Clio 16v 1.8 manifold will give you better bottom and mid range torque so yes its better in that respect. The Williams manifold give us better top end power on tests on the rollers. If you fit a 16v manifold you will also need to change the cat or bypass pipe as the joining flanges differ between the systems. A Super sprint fabricated 4/2/1 system designed for the Williams will fit directly to the Williams cat (or by pass). We have a works Sodemo group A rally / sprint engined Williams in the workshop which was built to 230bhp spec that has been built with a cast original 16v 1.8 manifold and downpipe. Says something for them.
ive ran all 3 major manifolds:
16v : ugly, heavy, low end torque, post 60mph rubish
supersprint: looks good, poor design for taking apart, limited spares, break on the down pipe: good performance wise though, especially up top.
Williams manifold, best of both worlds... i swapped to one after running a supersprint and i hardly can feel a difference. i will never go back to using a supersprint, the down pipes jam on and as above the break... plus spares are a pain to get hold of.

It depends on the spec of the engine especially, cam profile and timing, as to how each of them effects performance.
