To OP, you've replaced the main things that can screw the emissions test. Unless there is a hole in the exhaust system pre-cat, then you should be fine. I don't even run a CAT and still pass the emissions...even though I should have one on.

The only other thing that could be causing it is the ECU with a mad as hell map
