can you change the switch without removing the door card?

Yes, doorcard oes not come off, just the door pocket ideally. Can be done with pocket on but you may damage the pocket by forcing the switch out.

as said before.. switch.. could be shorting and blowing fuse also.. so check the fuse panel underneath your glovebox
just the doorside pocket to come off and they pop out !
