this is a f7r 700 block (its upside down on engine stand), you can see the 2 ribs (the yellow paint mark laps onto 1 slightly)
as maxi said, you may need to strip it otherwise if your still unsure but def looks like a f7p to me.
thats a 1.8 block. and the megane engine codes are f7r 710 and f7r 714
Black dot on dipstick and no ribs makes me say thats a 1.8 too.

deffo 1.8... black dot on dipstick would state that. i'd say he's swapped the plates and is trying to pull a fast one on you.
Can you measure the bore? Im sure someone can post up the correct measurements...
The 714 lumps do not have the ribs btw. Not sure whether the 710 has the ribs or not, but the 710 is very similar to the 700 so I suspect it does.
btw I thought all F7R's had "F7R" embossed on the block at least once? (3 times for the 714).
Another possible hint would be the valve size on the head. The Megane block is different, at least the 714 is.
It looks to me like a 1.8.
Megane F7rs have "F7R" embossed on the front. He said its from a williams anyway, hence f7r 700.
To confirm, measure the stroke by putting the engine at tdc, get a welding rod and plcae it down the spark plug hole so its sitting flush on the top of the piston, mark the rod with a pen at a suitable reference on the head, then slowly turn the engine to BDC, mark the rod again at the same reference. Measure between the two pen marks--93mm will be williams or 83.5mm for 1.8.
