    Cam housing/pulley cover inner bracket

There is a T50 bolt that holds a bracket which has two holes in for bolting down the pulley cover.

Is this normally seized? I have to remove it to redo my tappets, but it's in the way of 2 housing bolts :( Already broken one bit...
