They can only issue one endorsable notice at the roadside, but they can also issue non endorsables at the same time. So its perfectly in order for them to issue you with one for speeding...

Think thats a Valver, the rev counters got red lines at the top end! Sounds like he expected the car in front to move over, which it didnt and he either locked up or overreved it when changing down...
