Contary to popular believe the bonnet vent on a 16v/williams SUCKS air out, rather than blowing it in.

The bluge acts like an aerofoil creating an area of low pressure above the vent, drawing the hot air from around the manifold out

This is completely hearsay and many years ago, but a friend of mine was telling me that they have the same vent design on the F16 fighter jets. Any military/airplane buff here to confirm that?

The vent in teh bulge is a NACA duct. Used to have them on F40s etc.

You'l find nearly all bonnet vents allow air out and not in

There are very few that use them to force air in, but a few that do would be the impreza, gtir, starlet turbo to name a few and these all use them to force air through top mount intercoolers

I presume this was also the reason why the maxi's had an extra vent fitted to them, but i may be wrong

That's because the vent is for the cooling of the exhaust manifold. An open air filter does not benefit from it. That's why the Maxi has an opening right above the air filter.
