have you had the wheel off and looked at the calipers?

try giving the wheel a good clean to get ALL (not just where you see)the dirt off and see if it happens again. also does it do it when weather is dry/wet or does it not matter??

If it was brake fluid, it wouldnt really dry up. It may just be water accumulating in the centre cap that gets spun out when the wheels turning.

Whip the centre cap off and see if its dry behind there.

Brake fluid would more likely collect on the inside of the wheel and get spun onto the outside rim, where as your fluid looks like its coming from the centre of the rim.
