cylinder head query

looking at engine from front on the right hand side of cylinder head , i have a steel plate bolted over an opening. what was or goes in it. 3 bolt holes. mk1 williams 2.0

No idea what it's supposed to do or be apart from the plate as shown in this pic. Part number 2, wild guess is that it's some sort of water gallery on the other side & the plate keeps the water in

Perhaps a way to drain coolant out of the head? No idea...
