When did PayPal start charging you to send money as a 'gift' ???

That's not right either :? it's to do with the verification process of being linked with your bank account & other credit/debit cards, you sometimes have to do it again where they pay a certain amount into your account and you verify how much they put in.
Happened to me last year when I removed 1 of my credit cards from being linked to my paypal account :wink:
