When should there be a flow of water from the top hose that goes into the header tank ?

All the time I think. Correct me if I'm wrong though
Is it just when the engines cold, so when the state open the flow in and out is the bottom to hoses on the expansion tank ?

Pretty sure it should be all the time, but they sometimes get blocked up.

The stat only opens a gateway to the rad, nowhere else
Coolant constantly circulates, therefore needs a way of getting back to the tank so the level stays constant.

Why is the 3 pipes to the header tank then ? if its contant circulation then you should just need the 2 at the bottom for in and out. Why is there a third one and at the top of the tank?
