I'm soon to be an owner of Williams 2.

On my return to the UK I will be buying P269 JOT from my brother.

Which leads to a couple of questions I have.

Is it possibly the latest registerd Williams 2?

There may be the odd williams 3 on a 'P' plate, but reasoably sure there are no 2's. You need to satisfy yourself it is a genuine Williams, the chassis no will start with C57M, all williams do. Be sure chassis no's haven't been tampered with.
There are checks you can do with MOT checks, and Insurance checks, especially easy if you have access to all the current documents.

Satisfy yourself it's not a 16v, hybrid or worse.

Hi its 100% a williams 2. late registered in 1996. Everything matches up.

RAC car check brings it up as a williams 2.
