can you change the switch without removing the door card?

Check if you have a weak battery first. The passenger window slows a lot when the battery is on its way out.

When mine were slow it was cause of fifteen
years of shit in the runners I sent the window
down put a rubber floor mat over the window
preaure washed in the runners with fairy
and a pressure washer obiviously
then got some silicone upholstry spary from my
local factors! Amazing the difference u should try it

I think the problem could be due to the "one shot" up and down system on the driver's window which senses the torque on the motor. This stops the window if it senses the torque is above a certain level to prevent trapping fingers/arms etc. During cold weather when the rubbers and grease in the linkage stiffen up the system stops the motor from operating as the torque on the motor is too high.
I'm not sure if keeping your finger on the switch overrides the torque sensing.

Yes, doorcard oes not come off, just the door pocket ideally. Can be done with pocket on but you may damage the pocket by forcing the switch out.

as said before.. switch.. could be shorting and blowing fuse also.. so check the fuse panel underneath your glovebox
just the doorside pocket to come off and they pop out ! :)
