I would take the standard williams head.

It seems a hypothetical scenario and so I am asking what are the details of aforementioned scenario...

If it were a straight choice of a modded valver head or a willy head for an F7R block it would be the Willy head...but it depends. It would not take much to fit willy cams and have the valves swapped and reseated in a valver head would it...

I presume it would be for an F7R block.

Advantages of a valver head are that they are more common, cheaper, and moddable so have the same potential as a Willy head anyway.
