That air filter thing looks like a direct feed from the front??

I've seen the scoop go into the skuttle panel, or from the front vent on the bonnet on Clio Maxi rally cars.

I may be wrong, but in this picture you can see another vent on the bonnet, which could be there to assist air intake with just such a system as you noted:
