whats it for? can i rip it out? if yes, how do you do it properly (ie not just tearing it off)

It is part of the emission control system. The idea is that petrol vapours from the tank whilst the car is not being used are stored in the carbon cannister and when you next use the car these vapours are extracted into the intake system and burnt off in the engine.

You can remove it. It is pretty much a case of ripping it out but you will need to block up the pipework somewhere along the system. The pipe that goes to the engine inlet needs crimping (or remove completely and block up the hole in the inlet) and the pipe that goes to the fuel tank should be plugged at the end (or the source back at the tank) too.
