Valvers do run high under bonnet temps due to the lack of space around them, but tend to be fairly well cooled. When the thermostat breaks (which it does alot) it sticks open meaning the car never reaches full temps while driving.
is your rad is crap condition?

Loads of things

Shitty coolant
Air lock
crap rad
thermostat
fan switch
knackered fan motor
etc etc

Go for the simple things before thinking of the expensive head gasket
