Are Williams 1 looms the same as valver phase 1 looms?

Not sure without looking but i would say they are more likely to be the same as the phase 1.5 as they are both on L reg.

I have a phase 1.5 loom in my hybrid, working with a willy 2 ecu no problem, also got a phase 1 ecu that works on it fine, Hope that helps
