fuel level sender connections

i am trying to sort out the
fuel level sender connections ,i got the earth
wire out of 3 in total .
i just need to know what happens on the fuel gauge when you
turn the igntion on without starting the engine !!!

does the "no fuel light" come on ??
does the fuel level indicate ??

or what ??
