I have observed 1 x paint bubble on one of my arches... body work gurus what do you recommend to rectify or prevent further rust/ problems.

I doubt there would be anything easy that would stop it from becoming a problem in the future. Maybe nip it in the bud now, strip the paint off the affected area remove the rust and spray it, although then you'd see where you sprayed it probably.

The ONLY way you will completely 100% stop it comming back is to cut the affected area out and weld a new bit in, even if you do the above it will come back, may be a year or so, but it WILL come back

Its true. There is no cheap fix for rust. OK, if its only minor surface rust (say from a stonechip or scratch) it can be treated fairly easily, but when its bubbled through from underneath the paint its a complete and utter bitch in 99% of cases IME.
