Anyone give me a rough idea of the cost of the parts needed and a rough labour charge? :)

Parts - £30ish from GSF.
Labour - booked as 8 hours, so at £25 ph thats £200.

Not hard just fiddly, havent got to take out the dashboard completly but move it out as far as possible so you can withdraw the heater, also got to take the scuttle panel off for two bolts, took me 3 1/2 hours on saturday, well worth it :)

Yeah I recently did this too, took all in about 5 hours id say, its very fiddly though! Mine was £37.01 inc vat but depends whether its valeo or behr unit. Stick your head in passenger footwell and check end of matrix it will say on it so you order right one! the other lads right, get manual although its easily possible without! P.S let us know how may screws left over you have lol!

What other factors should i consider if I'm not getting hot air after 15-20 minutes of driving? blocked tubes? :?

Nearly always the heater matrix, you could try some cleaning agents but they hardly ever do anything!
