what effect would using a 16V manifold on the williams have?

will improve mid range torque but kill it top end.

how badly...........I already think top end is rather poo but prefer the midrange poke. :roll:

I wouldn't say it kills the top end.
In my red 16v i got a measured 136mph at Bruntingthorpe during a PGTI shoot-out.

neither would i, i've not noticed a drop in power using 16v manifolds.
