I know there was a post on this before, I know my car needs a service and i have got 17" allys on atm but surely it shouldnt strugle, fourth gear takes so long to hit the limiter. The other gears are all fine and pull real hard 1/2/3 :/

Should i reset my ecu? Where is it for me to do it?

i dont know wether resetting ur ECU will help you any, i'd wait for someone else to confirm yes or no.

however if u want to do it, you have to discconect the battery (make sure u've got ur radio code ;) ). some people say leave it off for an hour or 2, and some say over night.
personaly id go down the over night route, that way you know it'll deff have been done.

Disconnecting the battery is basically the same then?

It wouldnt surprise me if the alloys are making a HUUUGE difference.

When I had my RSi, I couldnt get past 110 with 17s on.
When I went to standard size 14's, or even 15's, my car would go just over 130.
I know mine was an RSI and your is a valver, but I reckon its the same either way...try running it with smaller, lighter rims. Then you'll know.

mine did 130 odd n all on 17's the rolling radius aint that much different tbh and it shudnt stop it going over 120, my old rt was on 13's put 15's on it (same 2inch increase  ) and it was no slower and the valver has been the same, accelerates quicker n handles better on 15's tho!

bigger wheels helps a top end speed but are shit for acceleration

Smaller wheels helps acceleration and reduces top end

bigger wheels helps a top end speed but are s**t for acceleration

this is assuming you have the power to turn the heavier wheels with effectively longer gearing my old escort had a 15mph knocked offthe top speed going from 13s to 17s! lol

Ive been in a Valver on 18's,and it really struggled to get over 110.

get some 15's back on it. trust me even dropping profile of oyur tyres makes it accelerate quicker
